न अराजके जन पदे यज्ञ शीला द्विजातयः | सत्राणि अन्वासते दान्ता ब्राह्मणाः संशित व्रताः || २-६७-१३
na araajake janapade mahaayajJNeShu yajvanaH | braahmaNaa vasusampannaa visR^ijantyaaptadakshiNaaH || 2-67-14
Translation
"In a ruler- less territory, those who frequently perform sacrificial rites, those who have self-restraint, those who firmly adhere to a vow as well as Brahmins do not carry out Soma sacrifices."
