न अराजके जनपदे माल्यमोदकदक्षिणाः | देवताभ्यर्चनार्थय कल्प्यन्ते नियतैर्जनैः || २-६७-२७
na araajake janapade candanaagururuuShitaaH | raajaputraa viraajante vasanta iva shaakhinaH || 2-67-28
Translation
"In a rulerless land, floral garlands, sweet-meats and gifts for the sake of offering to the deities, are not arranged by the appointed persons."
